SIGINT, bash and non-cygwin apps

Thanks folks.

Downloaded the 19990929 snapshot.  Unzipped and extracted to a temp directory 
and changed one directory name and copied into place.  Worked like a champ 
and Bash time now right.  Guess now I can go get the latest snapshot and put 
it in place.
