What are the differences between net version and commercial?

For example.  If I buy the commercial version of cygwin will gettimeofday
be fixed in the official binary full release, or will I have to get and
merge
the fix from the snapshots on the net???

How often do paying customers get stable bug fix releases from Cygnus?
