Setup 1.43 (new version)

I've put up a setup-1.43.exe file for people to try.  This addresses the
"interesting" problem of setup not working on a samba partition and the
problem with incorrect path setup in cygwin.bat.

If there are no problems with this, I'll make it setup.exe and then get
to work on a cygwin 1.1.1 release.

Thanks to the people who tested this last time.  Your feedback was
much appreciated.
